If there is just regular rain storms coming in, you can put down any fertilizer, pesticide, herbicide, you like. You should do it a few days ahead of time and still water in because you don’t want rain to wash away your product. It needs to work itself into the soil.
For heavy rains, tropical storms, hurricanes, etc. you do not want to put anything down. It will get washed away and you will be wasting your money. The soil will be over saturated and won’t be able to take anymore product anyway. Wait till right after the rains and you can put down whatever you like once the soil starts to dry out a little, give it a full day of sunshine and allow the top layer of soil dry. This way when you water in the product it will go into the soil as expected.
